Recognizing this dual challenge, Access to Finance Rwanda (AFR) has launched The Terimbere MSME Facility—a strategic initiative designed to break down these barriers. Supported by a coalition of international partners, including the Mastercard Foundation, Sida (Sweden), and Jersey Overseas Aid, Terimbere is not just another lending program; it is a comprehensive ecosystem solution for Rwandan MSMEs.

A Holistic Approach to Growth
Terimbere operates on the premise that pairing financing with capacity building is essential for effectiveness, unlike traditional microfinance models that solely focus on credit. The facility addresses financial constraints and operational growth through two pillars.
First, it provides tailored business growth services, offering expert support in financial management, operational efficiency, marketing strategies, and sector-specific technical assistance. Second, it helps small and medium-sized enterprises (MSMEs) get financing by working with local banks to create loans, guarantee programs, and interest discounts specifically

Rwanda’s economic blueprint prioritizes inclusive growth, and Terimbere operationalizes this vision with precision. The facility places a deliberate focus on underserved demographics, including women, young women, refugees, persons with disabilities, and entrepreneurs operating in rural and peri-urban areas.
This focus extends to specific high-impact sectors. By targeting agriculture and tourism—two industries that employ a significant portion of Rwanda’s population and rely heavily on regional supply chains—Terimbere ensures that its support reaches the grassroots drivers of the economy.

One of the most innovative components of the Terimbere Facility is its commitment to decentralization. Recognizing that entrepreneurs in the countryside often lack the time or resources to travel to the capital for support, AFR has established satellite offices in five strategic districts:
- Musanze (Northern Province)
- Rubavu (Western Province)
- Rusizi (Western Province)
- Kayonza (Eastern Province)
- Huye (Southern Province)
These regional hubs bring business development experts and financial facilitators closer to the entrepreneurs who need them most, reducing logistical friction and fostering local economic resilience.
Policy Advocacy: Changing the System
Beyond direct support to businesses, Terimbere engages in high-level policy advocacy. By conducting rigorous research and engaging with regulators, the facility works to improve the legal and financial regulations affecting MSME growth. This systemic approach ensures that even businesses not directly enrolled in the program benefit from a more favorable operating environment.
How It Works: A Three-Step Journey
For an eligible Rwandan MSME, accessing the facility is a structured but straightforward process designed to ensure that the support matches the need:
- Complete a Business Profile: Entrepreneurs submit a basic profile of their operations, sector (agriculture/tourism preferred), and demographic status (e.g., women-led, refugee-inclusive).
- Undergo a Diagnostic: The facility conducts a thorough assessment of the business’s financial health, operational gaps, and growth potential.
- Receive Customized Services: Based on the diagnostic, the MSME is connected to a specialized platform that brings together financial institutions, business development experts, and tailored financing solutions.

The name Terimbere—Kinyarwanda for “prosper” or “move forward”—captures the initiative’s core ambition. By marrying financial access with technical expertise, prioritizing the marginalized, and pushing for policy change, the Terimbere MSME Facility is building a future where Rwandan small businesses are not just surviving, but thriving.
