Are you an experienced climate finance professional ready to drive transformative green investment across Africa? The Global Green Growth Institute (GGGI) is seeking a Climate Finance Senior Officer / Project Manager to lead the implementation of the Phase 2 Transformative Climate Finance Program of the African Union – Green Recovery Action Plan (TCFP AU-GRAP).
Based at the African Union Headquarters in Addis Ababa, Ethiopia, the successful candidate will work closely with the African Union Commission to support climate finance mobilization and the development of bankable investment projects across seven African countries: Côte d’Ivoire, Ethiopia, Lesotho, Namibia, Rwanda, Senegal, and Zambia.

Role Purpose
The Climate Finance Senior Officer/Project Manager will provide strategic and technical leadership to the Phase 2 TCFP AU-GRAP program, serving as the dedicated link between GGGI and the African Union Commission to catalyze green investment and climate finance across seven AU Member States.
Key Responsibilities
Program Leadership & Coordination:
- Lead the implementation of a flagship multi-country climate finance program
- Support the operations of the African Union Climate Finance Unit/Desk, including strategic planning, stakeholder engagement, and technical advisory services
- Coordinate closely with GGGI country teams across the seven participating nations
Investment Structuring & Finance Mobilization:
- Lead the maturation of bankable project pipelines across energy, transport, nature-based solutions, climate-resilient agriculture, and green cities
- Structure climate investment projects and mobilize green finance from development partners, climate funds, and private investors
- Oversee project preparation, feasibility assessments, market analyses, and environmental and social safeguard assessments
Stakeholder Engagement:
- Engage governments, development partners, investors, and the private sector
- Facilitate effective stakeholder dialogues and build partnerships across the continent
- Coordinate with the UK FCDO, multilateral development banks, and other development partners
Capacity Building & Knowledge Sharing:
- Strengthen institutional capacity of AU Member States to access and mobilize climate finance
- Execute targeted training initiatives delivered through the African Union Climate Finance program
- Support knowledge-sharing through African Union Green Finance Investor Roundtables
Program Management:
- Oversee end-to-end program delivery, including budget oversight, risk management, and rigorous monitoring and evaluation
- Manage a team of staff members and consultants
- Ensure quality assurance and reporting to donors and GGGI leadership
Who We’re Looking For
Qualifications:
- Master’s degree (or higher) in Finance, Economics, Climate Finance, International Development, Business Administration, Project Management, or a related field
- 7–10 years of progressively responsible professional experience in climate finance, investment/project finance, sustainable development, or program management
- At least 2 years of international professional experience
- Fluency in English (French is a strong advantage)
Experience & Skills:
- Proven experience leading complex, multi-country, donor-funded programs
- Strong track record in climate finance mobilization, investment pipeline development, and project structuring
- Proficiency in financial modeling, investment appraisals, and transaction advisory
- Experience working with governments, multilateral development banks, climate funds, and private sector investors
- Knowledge of African financial/banking sectors and sustainable investment trends
- Excellent leadership, negotiation, partnership-building, and people management skills
Preferred:
- Thematic expertise in renewable energy, energy efficiency, climate resilience, waste management, water infrastructure, sustainable cities, or green industrial development
- Experience working directly with investment banks or private equity firms
- Working knowledge of French
