The second Call for Proposals under the MMD Grant Facility has officially launched, offering €600,000 in total funding for projects that advance the Africa-EU Migration and Mobility Dialogue.

If your organization works on migration governance, policy research, diaspora engagement, or the intersection of migration with climate, gender, or health, this funding could be your opportunity. Individual grants range from €100,000 to €150,000, with financing of up to 100% of eligible costs where duly justified.

What Is the MMD Grant Facility?

The Grant Facility is funded by DG INTPA (the European Commission’s department for international partnerships) under the Africa-EU Migration and Mobility Dialogue (MMD) Support Programme. It supports civil society organizations and non-state actors working to operationalize migration dialogues between Africa and Europe.

The first call supported a range of projects in 2025. Now the second call opens, focusing more sharply on short-term, high-impact actions that you can complete within six months.

Scope of Projects: What You Can Propose

Eligible actions must contribute to one or both of the following:

Operationalize Migration and Mobility Dialogues – specifically, the Rabat Process, the Khartoum Process, and the Cairo-to-Cairo (C2CMMD) Dialogue. These are the key intergovernmental frameworks for migration cooperation between Africa and Europe. Your project should help make these dialogues more effective, inclusive, or action-oriented.

Generate knowledge, research, and policy inputs :This could include studies, policy briefs, data collection, analysis, or other evidence-based outputs that inform migration governance.

Your project must align with one or more Joint Valletta Action Plan (JVAP) priority domains or address transversal themes such as:

  • Climate migration
  • Migration and gender
  • Migration and health

Geographic scope: Projects can be implemented in up to three countries, with at least one African Union Member State. Activities may also take place in the EU when targeting diaspora communities.

Duration: Maximum six months. Actions must be completed by March 1, 2027. This is a short-term, fast-implementation grant.

Who Can Apply? (Eligibility)

The call is open to civil society organizations and non-state actors operating on a non-profit basis, including:

  • Non-governmental organizations (NGOs)
  • Diaspora organizations
  • Social enterprises
  • Universities and research centres
  • Other non-profit entities

Lead applicants must:

  • Be established for at least two years
  • Be registered in an African Union Member State OR an EU Member State

Co-applicant requirements:

  • If the lead applicant is EU-based: A co-applicant based in an AU Member State is mandatory, unless the lead applicant is a diaspora organization.
  • If the lead applicant is AU-based: No co-applicant is required (but you may include one if you wish).
  • You may also include affiliated entities in your application.

Important restriction: Organizations that received a grant (as lead or co-applicant) under the first Call for Proposals of the MMD Grant Facility are not eligible to apply for this second call.

One application per organization: Each organization may participate in only one application under this Call, whether as lead applicant, co-applicant, or affiliated entity.

Pro Tips for a Strong Application

Attend the info session. The April 16 session is your best chance to understand the evaluators’ priorities. Register early through the platform.

Read the first call’s results. The recently published Annual Retrospective (mentioned in the announcement) highlights key milestones from projects supported in 2025. Study it. What worked? What types of projects were funded? Use that intelligence.

Keep it focused. You have only six months. Do not propose a sprawling, multi-country, multi-theme project. Pick one concrete objective and deliver it well.

Show the AU-EU connection. If you are an EU-based lead, your AU co-applicant must be more than a name on paper. Demonstrate a genuine, active partnership.

Budget realistically. You can request up to 100% financing, but you must justify why full funding is necessary. Be transparent and detailed.

Submit early, not on the deadline. Technical glitches happen. The platform may be overloaded on May 1. Submit at least a few days early.
